Yes, but can you TRAIN the T2 skill before you can TRAIN the T1 skills needed to fly the T2 ship? Basically there is no point in training Exhumer I until you train Mining Barge V, so it would make sense for Mining Barge V to be a prereq for Exhume...

Actually, my comment was that you can train the T2 skill before you can use it, which doesnt seem the same with other ship skills. You can train Exhumer I before you complete Mining Barge V, but cant use Exhumer I until you training Mining Barge V.
